Everywhere else in the game, if a building or upgrade is restricted by inadequate Pirate Hall (or other building) level, the upgrade displays a padlock icon as well as the required level. If requirements are met then the required building level is not shown. The training screen for the Legendary Pirates shows the required Pirate Hall level despite already having met that requirement.
Hi C00ni, Just checked on my Oneplus, you see the Pirate Hall level in red colored text if the upgrade is restricted by inadequate Pirate Hall.
