Observatory animation broken in v1.3.5

Prior to v1.3.5 when the Observatory was funded, the telescope would elevate and it would spin around like a drunk astronomer was manning it. Now, it just sets there, does nothing, with its little telescope looking all droopy. This may not be a bug, but I can't understand why it'd be purposely changed to be so... boring.

 

I miss the drunk astronomer...
Thinking it's what the bombers do when they aren't out running around with ADD...

 

Funding was cut 25% down to 15%. No longer able to provide staff for both observing and movement.

 

Actually, BP funding was cut by more like 70% I'm amazed the thing's still standing
