While ship is upgrading, you can't attack other players, and you can't explore the map. But you *can* attack pirate strongholds and bases on the map. I don't think this should be possible.
It's always been possible. You don't need a ship to attack them once discovered. I would agree with you IF the game required you to sail to a stronghold to attack.
