I couldn't get a video of it, but I took several screenshots while the icons were jumping around. This happened after set sail on a voyage and went back to recruit more pirates.
It doesn't affect the production, but I couldn't find a way to cancel any pirates as they would just keep jumping in from right to left over and over. After the recruiting finished it returned to normal. I'll update this thread if I can get it to happen again.
